New York State Police arrested a Pennsylvania man Wednesday in connection to a reported “fondling” incident on St. Bonaventure University’s campus, according to a Thursday press release.

According to the release, police arrested Jacob J. Tarr, 30, of Roulette for forcible touching and endangering the welfare of a child.

At 1:28, Tarr perpetrated an alleged incident of non-consensual sexual violence against a female on the sidewalk along the north side of Francis Hall, according to campus-wide emails from campus security. University authorities learned of the reported fondling around 1:30.

After reportedly grabbing intimate body parts of the alleged victim, Tarr fled the scene in a blue minivan and departed campus, according to the emails.

Students and faculty were first notified of the reported fondling by email and text around 2:30 in accordance with the Timely Warning provision of the federal Jeanne Clery Act. The Clery Act requires all colleges and universities that receive federal funding to warn of possible threats to their campus communities in a timely manner.
